Meeting Minutes
Thursday January 8, 2015
American Legion Room
Old Lyme Town Hall

Present: Don Bugbee (Parks & Recreation Director & Commission Secretary), John Flower (Parks and Recreation Vice Chairman), Mary Ellen Garbarino, Nigel Logan, Glynn McAraw   
Absent: Bob Dunn (Parks and Recreation Chairman), Missy Garvin, Tim Gavin
Guest: Bonnie Reemsnyder (First Selectwoman)

1) Call to order
The meeting was called to order by John Flower at 6:05 PM.

2) Previous Meeting Minutes
The Minutes from the December 4, 2014 Meeting were reviewed.
Glynn McAraw made a motion, seconded by Nigel Logan, to accept the minutes as written. The motion passed unanimously.

3) Programs update
Don Bugbee provided the following Program updates.

Winter Youth Basketball
The Program is scheduled to run on Saturdays January 10-March 7, 2015. Teams were formed at the December 20 Coaches Meeting.  

Yoga
Winter and Spring Yoga Classes have not yet been formed. Fall Sessions were held at Mile Creek School on Wednesdays, from 3:45-4:45 pm. Updates will be provided.

Adult Basketball
This Program is ongoing throughout the School year is open to Lyme and Old Lyme Residents. Sessions run on Wednesdays from 630-900 pm and started on September 10, 2014. There is no fee for these sessions. Sunday Sessions started October 19, 2014 from 10am-12 noon at the High School Gym. Fees are collected for these sessions to cover the cost for Custodians.

4) Park Facilities Update
The water for all Park Facilities had been turned off and the buildings are closed up for the season.

5) Old Business
Boathouse Hains Park Improvement Committee
John Flower initiated discussions about the following Agenda items:
  • The Parks and Recreation Commission request for a reconstituted BHPIC.
The Selectmen decided to add Bob Dunn and Don Bugbee to the BHPIC. John Flower will serve as an ex-officio member.
  • The December 11, 2014 Special Meeting Minutes of the BHPIC.
The Parks and Recreation Commission Members present reviewed the Special Meeting Minutes. Emailed copies of these Minutes were provided to all Commission Members.
  • Heat existing Public Bathrooms, boathouse ideas.
     Reference Nancy Hutchinson Letter to BHPIC, dated December 11, 2014.
The Parks and Recreation Commission Members present reviewed the Letter. Emailed copies of these Minutes were provided to all Commission Members.

John Flower indicated that there was a meeting held on Saturday December 13, 2014, at 1:00pm, at Hains Park to review firsthand the current Boathouse layout and storage situations. The Meeting was attended by Paul Gianquinto, Greg Hack, Bob Dunn, Steve Dix, John Flower and Don Bugbee.  

There were 3 different scenarios discussed at this meeting concerning the Boathouse Project, as follows:
  • Keep the existing building intact and add a wing (22 x 60’) onto the Eastern side of the building. Keep the existing HP Public Bathroom and add seasonal heat to it.
  • Keep the existing building intact and build a separate 22x60’ building to the Eastern Side.
  • Tear down the existing building and build new.
Also discussed was that the Tree Commission did not approve the cutting of 2 trees on the property adjacent to Boston Post Road, the Boathouse would remain a 1 story building and the Basketball Court could be relocated near the existing HP Public Bathrooms. The Meeting Attendees all agreed that the best location for the Boathouse is its current location.

John Flower also indicated that the next BHPIC Meeting is scheduled for Thursday Jan 29. The Parks and Recreation Commission will discuss this BHPIC meeting information at the next scheduled Parks and Recreation Commission Meeting, Thursday February 5, 2015. They will also discuss ideas for the HP Master Plan at this time.  

6) New Business
There was no new business discussed.

7) Meeting Adjournment

A motion was made by Mary Ellen Garbarino, seconded by Glynn McAraw, to adjourn the meeting at 6:40 PM. The motion passed unanimously.

The next Meeting is scheduled for Thursday February 5, 2015 at 7:00 PM.
